David Morgan is a resident of Pensacola Florida with over 35 years
in law enforcement both public and private. He has managed a private
investigation business since 1994. He has over 20 years in law enforcement
with the U.S. Air Force where he progressed from patrolman to Assistant
Chief of Police. He has extensive training and certification in
law enforcement schools and a proven ability to budget and manage
over 100 million dollars annually. He was selected for FBI Special
Agent training and the Air Force Office of Special Investigations.
His education is particularly suited toward management of a large
police organization. The Bachelor of Science degree in Criminal
Justice and a Masters Degree in Business Administration are ideal
prerequisites for the office of Escambia County Sheriff. He has
previously managed budgets in excess of $110M.
David Morgan plans to reorganize the structure of the Escambia
County Sheriff's Office in a manner that will place far more emphasis
on patrol and detention deputy functions than the current administration.
He'll institute better policy, training, supervision and accountability.
Response times will be shortened. Deputy rights will be restored
as well as pay increased for starting deputies and incentives instituted
for attaining (educational) career goals.
His expertise in financial management will be a superb asset in
working with a constrained budget to maximize the efficiency of
the ECSO. David Morgan will build a new bond of trust with the community
and propel the ECSO into a model 21st century law enforcement agency.
